Certainly, the NCAA could modify their rules so returning "student-athletes" wouldn't adversely impact other roster/scholarships spots. Then, put in some additional restrictions so it doesn't get abused. Something like every team has an allowance of returnable athletes, and if that number exceeds the allowance then it counts against scholarships in a future year.
