A few suggestions


I used to live in Cleveland and assuming these places are still there, I'd recommend:
The Winking Lizard for ribs/wings/beer
Harry Buffalo for awesome bison burgers
West Side Market for ethnic foods of pretty much every variety.

They're not downtown, but if you happen to be out on the West Side of town (between about 117th and 130th) I highly recommend trying Luchita's (Mexican food) or Der Braumeister (German food) in my old neighborhood.
