IIRC, with the exception of UCLA at the time, Duke’s program was as elite
as any program before K arrived. They had a couple of losing seasons during the coaching transition, and then went straight back to elite status, once they restocked recruits. For as long as I have been alive Duke hasn’t had to recruit players, they draft players they want. Under these circumstances I think it would be difficult not to have an elite program. As much as K gets credit for Duke, his “legend” was made by Duke. That’s not saying he’s not a good coach, but would he become the legendary coach he has become if he had gone to a program like VT instead of Duke, where he had to actually compete every year for his recruits?
