Two points . . .

The universities are in competition with each other. That means if a school wants to field winning teams, they have to go to recruit overseas to find soccer players and swimmers, runners and tennis players. All the tools are there for American kids to be great (and they are), but expand your recruiting to an international level, and your team talent soars.

Second visit a university in Virginia today. The schools work very hard to ensure their student body looks like the world. They absolutely don't want the school to be filled with the 10000 smartest kids in Virginia. It has to represent the entire, the entire country, the world, every race, every sex and that's not necessarily a bad thing as they're educating young people to compete in a diverse world.
