C is guilty of not doing a quick inspection (aka glance) of the car prior to getting into the vehicle and for not noticing any odd "sounds" while exiting the garage. Whenever I am going to get into my car, I always do a quick glance to see if I spot any problems or potential problems (i.e. tire tread getting low). If I spot anything, then I take the time to examine it closer to see if it can lead to bigger problems while driving.

B may or may not be guilty depending on whether the location is common knowledge to the other parties and considered to be the designated storage spot when not being used by B. If that location or even along the back wall of the garage is where B has been instructed to store the bag, then B is off the hook. If B has been instructed to store the bag in another location and failed to do so, then B shares equal responsibility with C.
