I'll add some technicality here. SUPPOSEDLY a safe driver will do a

complete check of their car every time before starting it up. So the person who didn't check is responsible. In real life, of course, we know that only an obsessive compulsive person will actually DO that.

I'd tend to blame a combo of B and C. A is in the clear. B should have seen that the bag did/could hook on the bumper or license plate. C should have noticed, somehow.
