Maryland is likely higher than most states because of all the private...

high schools in the Baltimore and DC area. They get the good athletes from the lesser known public schools and "showcase" them at their high visibility private schools. This may be most true for football, but it helps other sports. The number of AAU and club sports organizations help too especially basketball, soccer, softball, and lacrosse.
