Optional Standing Start - the risk for Ramos would have been not getting
the takedown for 2 if the ref thinks there wasn't a clean loss of control for the escape first. This came up in Snyder vs Nevills last night - Snyder let him stand up while keeping Nevills's head down clearly waits to have the referee signal the escape for 1 before shooting the takedown for 2. The ref probably interpreted Nevills was trying to milk the clock by slowing establishing the escape. Sometimes that can be stalling on bottom man as well.
Also, if Ramos had run at Bolen he could have made himself vulnerable to a shot or counter from Bolen - usually wrestlers want to pull their opponent towards them while taking a shot instead of the opponent going away from them.
