If you're talking just the weight change, I (or anyone logged in) can ...

...just change his weight via his "Edit" page. If you're talking about rankings, the weight doesn't necessarily matter, it's just wrestler A vs wrestler B and their associated ELO rank is used in a match-by-match comparison to generate their new, respective, ELO values.
