I understood it to be in response to what was being done to metal bikes.


The vast majority of UCI racers weren't rocking OCLV bikes in 2000. Most were still riding aluminum, and bike builders had been until then shaving frame weight by extra drilling and using custom machined parts. Weight was and is an arbitrary standard to measure frame strength, to be sure

And you make an excellent point about the French potentially trying to slow/stall non-French progress.
