It would make things a little cleaner if the FBS continues

with the status quo. However, if the power conferences also decide to form their own NCAA division level, then the Playoff will fall under the NCAA's jurisdiction (NCAA bylaw states 1 NCAA champion per sport per division level). If the NCAA runs the Playoff, then it is hard to say how it will look. It is even possible that the power conferences may decide to break up into smaller conferences to increase the number of automatic bids.
