The networks signed multi year contracts for rights to broadcast. (ACC till 2035). The networks cannot break the contracts, so they are fixed expenses. However, Staffing and support staff are not fixed expenses. Therefore, they are cutting the unfixed cost and run on a tighter support staff. If revenue is not as expected, reduce expense to ensure same profit line is guaranteed. Easy as that.
