Found the rule: ND can be picked above any team within a game


So 8-4 Notre Dame (regardless of ranking) would have been eligible to be selected for the Citrus over 9-3 VT.

If I remember, I'll link it when I get home (on my phone and don't know how to link on it). You can Google ACC 2017-2018 tie ins and it's the one from College Football News. That has been my go-to source for these bowl pick rules.
