You are right it may have small value


However, I am not sure it is an automatic that the ACC would only add 1-2 NC schools if it was forming a 14-member conference today. I can see a somewhat strong argument that the ACC would add 3 NC schools and claim "for academic reasons." Adding all 4 NC schools "for academic reasons" is a weaker argument but not completely out of the realm of possibility.
