The Administration has long ago given up on the idea of having a dominant program. They decided to forgo that in 1996.

This happened periodically in the past and permanently when the Administration forced out Lou Holtz in '96.

They don't like the idea of football overshadowing academics. 9 wins is their ideal, enough to hopefully keep the cash flowing but not enough to become "too big".

Conference membership for football is not relevant to this discussion. The decision to de-emphasize football took place before mega conferences formed.
