The Pac-12 is in a bit of a quandary when it comes to expansion


It can't become the Pac-14 unless it wants to switch to a zip model for division alignment. If it wants to become the Pac-16, then it needs to find 4 expansion schools for the "East Division" to balance out the original Pac-8 becoming the "West Division." If the the Pac-16 wants to go East-West, then I think that may eliminate Hawai'i and San Diego State from consideration. Now if the Pac-12 wants to continue with North-South, then Hawai'i and San Diego State could still be in play. However, it could also mean that Utah and Colorado may end up on an island if they switch to the North Division.

From a scheduling standpoint and given that the 4 CA schools would want continue playing each other every year (right now they are protected cross-division games), then the East-West alignment makes the most sense. The East will always get to play 1 CA school and 1 school from the NW as the 2 rotating cross-division games (9 conference games).
