A few reasons:

Speed is one, he's not as mobile as Blackshear or Horne. Another is keeping him healthy for games we actually might need him in. Granted, we CAN'T lost Blackshear and he probably played too much but that's a product of Buzz trying to get him back to game speed in my opinion. Lastly, Fullard did not show much his time out there against Detroit Mercy. He played 2 minutes, had 2 fouls and a turnover. Hard to get playing time with that stat line. We will see him more against better teams when Blackshear is gassed/in foul trouble.
