That, and the London Naval Treaty.


The London Naval Treaty limited tonnage and types of ships for all the major powers between the wars. It wasn't until Japan, Germany and Italy violated the treaty that the US and the Brits tossed the rules to the side and started building up a newer, more modern fleet.
