The quick answer, Rick's group eliminated all the scouts & look-outs

What we've seen from Negan, he probably had more than the 4-5 lookouts on Dwight's list -- but I do think the show/writers presented a somewhat plausible scenario. All (or most) of the lookouts were eliminated within a short window (3-6 hours?), and then Rick's group drove in.

Why Negan waltzed on the balcony, and why Rick's group shot the windows (other than trying to avoid Dwight) -- dunno.
