There's also, every 5 years or so, a push to come up with a plan

to get move truck freight on to parallel railroads. Around 60%(http://www.ctb.virginia.gov/resources/2010/April/cm_5_Update_I-81_041410.pdf) of trucks on 81 have no business in VA. Not that there is anything wrong with them using the interstate for that purpose, but they are some of the lowest hanging fruit for possibly finding an alternative.
