It's a combination of things


Like UMd, revenues dropped well below expectations in the following years.
There was a very high cost due to the Hayward Fault directly under the stadium and trying to get the place up to code
It's listed on the US register of historic places, adding even more expense
There was a delay in construction due to lawsuits to prevent them from removing some nearby trees.
The whole project has suffered from a real Murphy's Law kind of situation
