They said they didn't have


jurisdiction because the NCAA tried to prove extra benefits for athletes, which UNC denied saying other students also benefited, meaning it was not an athletic department issue at all, athletes just took the classes. Now I don't believe all of that for a second....

The PSU cover up by and for athletic department personnel is completely confined to the athletic department (with maybe one or two of their bosses) - no one to take the fall but that department. They created the cover up - no one else. You might could argue the NCAA overstepped on level of penalties/sanctions because they were biased by the heinous nature of the original crimes - that they don't have jurisdiction over. But a cover up by AD employees could easily be argued to be LOIC.
