NCAA money goes largely to its member schools.

Football money goes more directly back to the schools, with only the filter of the conferences first.

The biggest difference is that the smaller schools probably get a larger share of basketball money than they do of football money, because there's more sharing at the NCAA level. That's the incentive for Appalachian State to not kvetch too much about UNC getting off here.
