I looked at the other ACC members recruiting classes and most have

higher rated classes than us but that has been the case even during the years we were a top 10 program.

What I did find interesting is many ACC programs going the international route like FSU has done the past decade. England appears to be the place to recruit now. Every ACC team had at least 1 international player this season except for UVA and us. FSU unsurprisingly lead with 8 players followed by Pitt (5), Miami (5), Syracuse (5), Louisville (4), and NC State and Wake with 2 each. As for Virginia players, NC State has 6 from the state, mostly from NOVA. UVA only has 6 while Tech has 12. The states of California, New Jersey, and Colorado have sent a lot of players to the ACC. Girls soccer is ahead of boys soccer in the U.S., so that explains why college men's programs have more international players than women's, but I have a feeling that that will change very soon if it hasn't already.
