Easy answer, re: Mike Vick.
Back in 1999 there was a built in bias against freshmen/sophomores winning the Heisman. Most voters would not vote for any freshman or sophomore.
So, instead of giving the Heisman to Mike Vick, the red shirt freshman, for one year they made the Heisman a career achievement award and gave it to Ron Dayne. And to make matters worse, old man Wienke was voted #2. Anything but vote Mike Heisman winner.
