UCONN question: why didn't UCONN bring their football program up to

Div-1A status when the Big East added football? It seems the writing was already on the wall about football being the primary mover in the world of college athletics.

One has to wonder if that would have happened during the ACC expansion with VT, Miami & BC. Would the ACC have taken BC over Connecticut? UCONN is larger than BC. One (UCONN) is a "land grant" state school, the other a private. Hummmmm
