Hokie, Syracuse and Pitt were expansion targets in order to add the very populous states of NY and PA to the ACC footprint. The carriage fees jump from peanuts to coconuts when there is an in-state program involved. (ACCN will be a bit late in gathering the coconuts in their footprint.) But the ACCN was likely a No-Go without the added cable boxes.
Rutgers did this same multplication for the B1G (and they actually are collecting carriage fees.) B1G also coveted that student body, 60k+, and their correspondingly huge alumni base. Reportedly, there are hordes of B1G alumni from the other B1G schools living in NYC Metro waiting for their Alma Mater to play at Rutgers. W-L record of the Knights was never a factor.
I suppose there are more factors as well: ESPN wanted to grab Pitt and Cuse before the B1G did. Those two schools in the B1G would give ESPN no options for selling TV ads to thier national accounts in that footprint (NY PA). They would have to pay the B1G at whatever price the B1G demanded. That is why ESPN was still required to pay through the nose for some of the B1G's Tier 1/2 in the last rights deal. The footprint from NY to Minnesota and MD to Nebraska cannot be left out of the ESPN advertising package.
