I'll agree with that as a former ChemE major at Tech
Every engineer student I was friends with had to give their undivided attention to there studies. Myself, I loved all that Virginia Tech had to offer, whether it be basketball/football; the gym, parties, etc.
When I was at Lane Stadium or Cassell Coliseum enjoying a game, my engineering buds were using a few quiet hours in the dorms to get in some extra studying.
It would not be impossible to do both a sport and study engineering. But to do so would be like having two full-time jobs and a part time job on top of it.
I'll always remember the engineering fundamentals professor telling us freshman engineers "look to left, look to the right, one of them won't make it".
