I would think the ACC would want to build healthy multi-sports intrastate rivalries; not just football rivalries. Besides, Kentucky has never been a football powerhouse and South Carolina has had periods of long dry spells of being good in football. From a content standpoint I probably would focus on both basketball programs, baseball, and softball as the core foundation.

Adding Texas would give the ACC another state, but I do have concerns that Texas's ego may still be too big to function well in a group environment. Besides, the ACC already has a few members with big egos (i.e. Duke, UNC, Notre Dame, and maybe Miami) and I could see a couple more schools (i.e. Clemson, FSU), and maybe L'ville) potentially developing one eventually. Can a conference with too many big egos continue coexist or will there come a point where the conference becomes unstable and fractures?

In terms of adding new states, the only options for the ACC would be AL (UAB), MS (So. Miss), LA (Tulane), and TN (Memphis). Tulane has a 1 sided rivalry with LSU. Tulane values the instate rivalry more than LSU. While Memphis has rivalries with Arkansas (basketball), Ole Miss (football), and Tennessee (more basketball than football). FWIW it appears Arkansas and Memphis are ready to revive their basketball rivalry which went dormant after Norm Richardson left Arkansas (among other reasons).

While UAB, So. Miss, and Memphis aren't exactly ideal candidates, the ACC still may want to consider adding 1 school so it could fully tap into that part of the country (academically and athletically). Memphis would probably be the most logical choice since it is centrally located among 8 SEC schools and has established history with 3 of the 8 (maybe 4 if you count Kentucky based on Calipari's connection to both schools. Plus, it would give fans another good ACC-SEC basketball rivalry in addition to L'ville-Kentucky and maybe FSU-UF.
