As far as this year goes, I think how Bush plays also enters into it.
-If all three are about the same, you redshirt Hooker because you don't really gain anything by playing him.
-If Hooker is the clear #1 guy, then he plays because you play your #1 guy. Period.
-If Hooker is the clear #2 guy, you may try and redshirt him. But you may end up having to play him if #1 QB goes down.
