I don't think the replay rules at the time were the issue.


Since the replay official is there to assist the game crew with potentially correcting any mistakes they make in real time, then I am not sure it is good for the game to force a replay official to render a decision when the replay official isn't definitely sure about it.

Even though I am fine with the changes they made to the replay rules, I think I would prefer to see football adopt the replay rules that rugby uses. In most cases the TMO and the field official (along with input from the side officials) work together to render a decision pretty quickly. I think in most cases the field official still has the final decision. Although I have seen a couple times when that official will go with the TMO's recommendation(s). The nice thing about rugby is that all the officials are able to communicate with each other and replaying of a specific play can take place while action is still going on to help speed up the process. I don't think football can adopt the review while play is still going on, but it can certainly improve the communication abilities for all the officials.
