I bet that's exactly what it means.

Since the wording says "not be on the field", it means, to me, he is still an official, still works for ACC, but will not be on the field to officiate games. Seems the only thing left is to be the in booth review official.

If he were being kicked up, promoted? to the front office, I'm sure a press release to that effect would have been forth coming.
