OU KU to B1G, Tex to ACC partial, WVU OSU to SEC, KSU ISU TCU Hou to Pac 16

First the B1G swoops in to take Kansas and Oklahoma. They assume that Texas will follow.

Texas first and foremost wants to keep the LHN. The Pac 12, SEC and B1G require they dump the LHN. Texas joins the ACC as a partial member with 5 football games against ACC competition in exchange for parking their Olympic sports. Texas gets a full share of the ACCN by guaranteeing a certain number of football and basketball games to the ACCN. All other Texas home games are on the LHN, ESPN restructures their deal for the increased games to make it financially beneficial to join the ACC.

All remaining B12 and AAC members apply for membership in the SEC B1G and ACC. The SEC grants WVU and OSU. Feeling that the future is more about content than markets they feel WVU and OSU add to both major sports.

The Pac 12 - would not expand with the remaining schools available but since in this scenario we have to go to 16 the Pac 12 adds Kansas State, Iowa State, Texas Christian and Houston. Knowing that they have to get into Texas to make expansion worthwhile, the Pac 16 add the DFW and Houston markets while banking on 2 solid football contributors to carry the state. Kansas State is another solid football contributor that brings a new state. Iowa State is the only remaining school that brings a new state unless they want Tulsa, UNLV or Boise St. If it's up to me, I take UNLV because I like to go to Vegas.

After everyone goes to 16, and the Big 12 leftovers join the AAC, the P4 vote to allow a conference semi-final so that 16 team conferences can have 4 divisions and have a conference 4 team playoff. They vote to make it champions only in the 4 team CFP. After that ND and Texas decide to join the ACC as full members as the ACC will not allow them to play for a conference championship without being a full member.
