I think you mean the NCAA, not the ACC.
In any case, the NCAA is separate from the College Football Playoff System. The system currently includes a path to the playoffs for the P5, the G5, and Notre Dame. This is not a natural organic situation that somehow evolved over time. It was constructed deliberately by representatives of those eleven entities. They puposely included Notre Dame. Of those eleven entities, only The ACC has any interest in excluding ND from the playoffs.
When the current system expires (8-9 years) we may see a renewal of the curren system, or one that includes, as you suggest, the P5/4 only. In either of those cases, I think that Notre Dame will be given access, conference member, or not. Only the ACC benefits from forcing ND into the conference. The other conferences would prefer that the ACC not be given that benefit. The ACC cannot rely on the other conferences to help them manipulate ND's future. For ND to join the ACC, the conference must simply try to make themselves a good enough, strong enough, rich enough outfit to win a prize like Notre Dame. Coersion is folly.
