If I had to wager a guess, would say they started with a Dodge truck

Pulled the engine, transmission & axles from that, and built everything else from scratch. It had an air suspension, since it was practically sitting on the ground at the show. The bottom was only a couple inches off the ground, and would never make it over a speed I've seen another "car" in this area with a similar appearance, but it was much smaller and used a VW Golf diesel engine. Would guess both were built by the same shop.
