I don't disagree that a commuter could be first in the state

However, USF isn't first in the state so it becomes more of a disadvantage. In addition, USF is still a somewhat young school (founded in 1956) and didn't start playing football until 1997. Those 2 things don't work in USF's favor when you compare it to other commuter schools (i.e. Ohio State) who have been around and playing football longer. Also, USF joined the Big East when it was in the process of losing its power conference status or had already lost it. Then there is the stadium issue.

These other factors can stand on their own to help explain why USF didn't have more success after joining the Big East/AAC. However, they can also compound the disadvantage of being a commuter school. GMU and VCU are probably be considered commuter schools. If they ever decided to sponsor football, then they could face similar obstacles as USF especially if they play at an off campus stadium.
