I'm not sure what difference that makes, so is Ohio State.

They are relatively close with Ohio State having 74% off-campus/commuter students and USF having 79% off-campus/commuter students. Ohio State brags about it and has an Off Campus and Commuter Student Service Department. I'm not sure why this plays a factor.
