Let me be clear, I'm all in with Coach Szefc and think he'll be a great hire but the facts that you present are not evident in their roster over the last 5 years. In 2012, Szefc's first year at MD, there were 3 players on the roster from VA. One a senior from Midlothian and two from Suffolk. In 2013, only one player from Suffolk, the other not on the team. 2014, the same player from Suffolk and the only one from VA. In 2015, there were no players from VA on the roster and this past year only one from Northern VA. (he was a graduate transfer from George Mason).
So when you say he recruits well from VA and in particular the Richmond area, I'd have to say maybe but NOT a lot of success so far.
Let's hope that changes in the future.
