I remember when Fluvanna was a member of the James River District 30+ years ago, but so were Powhatan and Clover Hill (until 1980). They all outgrew that district and are now playing with the big boys and girls. Only Amelia, Buckingham, Cumberland, Goochland and Central-Lunenburg remain from the original group. I expect Goochland will eventually outgrow that district soon. The JRD added 4 former Southside District teams over the past decade.
