If that is the rule and school is consistent with enforcing the rule


then I don't have a problem with it. Once the school starts to make exceptions, even if that exception may be the "right thing to do," then I would take issue with it. Especially since prior students were not granted the exception.

Personally though if a school is going to have this rule (which I don't necessarily think is a bad thing), then I would hope the rule would already include exceptions for family members. I think there could be special circumstances (i.e. parental guardian is in the military, someone is dying, etc). where a HS student may decide to take a family member because there may be few opportunities for that student to make special memories with that family member. At least it would keep the school from being placed in a difficult situation; deny the request then the school becomes the bad guy or create a whole different set of problems by granting exceptions.
