If schools were going to form an eastern conference (not named

Big East) and they decided to exploit the same loophole Kramer did when the SEC decided to hold a CCG, then that conference may decide to fill some of the 12 slots with football schools that happened to be better in basketball during that time. Louisville (under Denny Crum) and Memphis (under Dana Kirk and Larry Finch) both fit that profile. Cincy basketball didn't return until Bob Huggins took over the program in 1989.

The basketball factor could become important to this new conference especially if it wants to be a multi-bid conference. Also, if this new conference is going to have 2 divisions in football, then it will want 12 schools that could be cleanly divided between the divisions.
