Just got off the phone with a wonderfully informative Hokie Club employee. I believe she said her name was Carly. She said something to this affect:

The Drive for 25 number (11,217) represents the whole membership number for the Hokie Club. You can donate $50 to the Spirit Squad, $500 to Men’s basketball, or $1000 to the Indoor Practice Facility and you are counted as a Hokie Club donor/member, however you are not ranked.

Within that total Hokie Club membership number, are those who have donated to the Hokie Scholarship Fund (8,900) and are ranked. This means you have activated your annual benefits Only those who donate to the Hokie Scholarship Fund (which pays for the scholarship cost for our 550 student-athletes) are eligible for annual fund benefits.

Overall donor/member number = 11,217 (largest in several years)

Hokie Scholarship Fund number = 8,902 (this number is included in the 11,217)
