Ah I see what you mean. If you read my post just below, then you will

see I assumed Beta was asking why the Tournament went from 64 teams to 65 teams.

Even though Beta implies there is a meaningful difference between on whether a #16 seed is involved with the play-in game or not, I got the impression in the next statement that it didn't really matter. I believe Beta's assumption is that 75% (I think that is the percentage used in the post) of the players on a #16 seed team couldn't make the roster of any of the higher seeded teams in the tournament.
