Under the current system the 8 "worse" teams in a 68 field are
the 6 #16 seeds (assuming 2 of the play-in games involve the #16 seed) and 2 of the #15 seeds. In my proposal the 8 "worse" teams would be the 8 #16 seeds. Either way you go the Committee would still seed all 68 teams the same way regardless if the team is a conference champion or received an at-large bid. WRT who the Committee identifies as the "Last 4 In" the field, the Committee could opt to play them anywhere between a #10-#13 seed. Since the Committee places those 4 teams there instead of as a #15 or #16 seed, then it is indirectly saying teams seeded below the "Last 4 In" probably wouldn't be selected to the Tournament if no conference received an automatic bid (assuming the Committee selected the best 68 teams for the Tournament).
