Why does the NCAA tourney have 33 wrestlers in each weight?

Dumb question time:
I've asked before on other message boards, but I've never actually encountered someone who knew the answer for sure. Why does the NCAA have 33 wrestlers per class in the tourney, which necessitates the pig-tail matches? The general consensus seems to be that there's something magical, symbolic, and/or traditional about having 330 wrestlers in the tournament, but nobody seems to know the back story. Is there anyone around here who can shed some light on this? It just seems really odd to me.
