What you are talking about is the rotating divisions model


and I am not sure enough people will embrace it. The WAC tried it (called them quads instead of pods) and the fans disliked it for a number of reasons. Don't be surprised if people view the rotating divisions in the same light as the promotion/relegation system that is commonly used in soccer.
