I just took a look at Louisville's football roster

and they have 15+ JUCO transfers (sophomores and juniors) that weren't at U of L when they joined the ACC in 2014. U of L has JUCOs from California, Florida, Mississippi, Iowa,. I even see Big 10 schools taking more JUCOs now than in the past. The SEC, Big 12, and some Pac 12 schools usually recruited JUCOs heavily. The ACC and Big 10 stayed away from them. It appears that every JUCO (except Hamilton) that Tech has accepted originally signed a LOI with a NCAA D-1 school. The new QB transfer, A.J. Bush, originally played at Nebraska before transferring to Iowa Western C.C.. I think I even read that Hamilton academically qualified to play in the NCAA but chose to go the JUCO route.
