Since the primary purpose of college athletics is not to be


professional league, then you could consider all sports sponsored by a school to be "charity." The NCAA and the various members decided the minimum number of sports that a school must sponsor in order to be a member of that division level.

DI - 6 men's sports and 8 women's sports (or 7 for both sports) with 2 sports for each gender
DII - 4 men's sports and 6 women's sports (or 5 for both sports) with 2 sports for each gender
DIII - 5 men's sports and 5 women's sports with 2 sports for each gender

Regardless of what people think about Title IX, Title IX may not really be the elephant in the room. Football may be the elephant in the room because it offers the most scholarships of any of the NCAA sanctioned sports.

DI-FBS = 85
DI-FCS = 63
DII = 36

Since co-ed schools want both male and female students, then co-ed schools could easily be perceived as being hypocritical for "discriminating" against 1 group of athletes. If co-ed schools had been more proactive to providing equal opportunities to both programs, then there would have been no need for Congress to pass Title IX. A strong case could be made that the idea of making money from collegiate athletics didn't really surface until recently (maybe the 1980s at the earliest). It also raises the debate where schools, who are mostly non-profit, should even be in the business to make money from collegiate athletics vs. collegiate athletics returning to a more club status.
