Assuming the rumor is true ...

If it's a match or more than ISU offers, that might just mean that eventually KD will leave for someone who offers more than VT is willing to.

If it's close but less than ISU offers (or equal money for more years, etc...), that signals that KD wants to stay here but also wants VT to prove that we're willing to be competitive in the marketplace.
