Barely ahead of the Pac12 & behind Big12 when independent networks figured.

Yes, Texas received only $23.4 million. But they had the ability to go out and earn from their own network. The ACC schools did not. Oklahoma made MAJOR bank too. The other Big12 schools had some TV deals as well. You figure those in and the Big12 was actually number 3.
